In this role as the One-Stop Operator, you will serve as the Functional Supervisor of the One-Stop Center, managing daily operations. The One-Stop Operator will be the convener and oversight to promote/develop quality workforce services are delivered in the most efficient and effective way possible, through full integration and coordination of the One-Stop network, partners and resources that support seamless service delivery.

 

 

 

Scope of Position: Be the convener and oversight to promote/develop quality workforce services are delivered in the most efficient and effective way possible, through full integration and coordination of the One-Stop Career Center partners and resources that support seamless service delivery. Provide vision and direction to American Job Center staff. Coordinate the development and execution of services from all funding streams to better serve customers and businesses. Provide excellent customer service to internal and external customers. Act as a liaison to One-Stop partners.

Responsibilities

 

Essential Functions:

  • Provide coordination of One-Stop partners services delivered through the One-Stop Center and One-Stop affiliates
  • Ensure all integrated operations at the site are meeting goals and any areas for improvement are communicated
  • Establish practices that encourage the One-Stop partners to provide services to individuals with barriers to employment, including individuals with disabilities, who may require longer-term services, such as intensive employment training and education services
  • Ensure virtual access to all One-stop network services in locations of public accommodation
  • Develop and implement common intake and referral processes to increase enrollment and streamline service
  • Monitor and review all evaluation metrics
  • Hold partners accountable through partner performance evaluations for quality of service
  • Manage, track, and oversee processes to ensure that all customers receive appropriate, timely, consistent, and effective career services
  • Ensure accurate data collection and recording
  • Coordinate and participate in meetings with the Vermont State Workforce Development Board (SWDB), and Vermont Department of Labor (State) staff, and prepare reports as required
  • Present performance reports and provide corrective action solutions to the State
  • Ensure all required reports and supporting documentation are distributed
  • Actively hold and participate in meetings with One-Stop partners, program representatives, affiliates and the One-Stop network to share information, identify challenges and promote communication
  • Review and update MOUs as needed
  • Assist in defining roles and responsibilities of partners required for the MOU
  • Identify and recommend new system partners and resource to improve One-Stop Network service delivery
  • Ensure partners receive effective training each month
  • Ensure the center is in compliance with all federal, state, WIOA and State policies in the provision of services to job seekers and employers and maintain One-Stop Certification in coordination with State leadership
  • Manage One-Stop Center logistics
  • Communicate all new or changed policies, procedures and processes with staff
  • Guide staff in understanding their roles/responsibilities
  • Other duties as assigned

Qualifications

 

Education and Experience Requirements:

  • Knowledge of WIOA programming, workforce development and state policies
  • Experience in managing people and building and maintaining coalitions and partnerships
  • Experience in career counseling and business outreach
  • Bachelor's degree in business, economics, education or human resources, or related experience in business, management, professional training, adult teaching or sales
  • Ability to converse with a large range of professionals, and demonstrate a positive and professional attitude
  • Proficient in Microsoft Office applications
  • A valid driver's license & clean driving record required
