Scope of Position

  • Support designated community agencies and the local branches of the Free Library of Philadelphia in delivering workforce services within their communities. Partners may include and are not limited to Office of Homeless Services, Frankford CDC, and Community College of Philadelphia, and the Philadelphia School District.
    • Provide basic career services, WIOA intensive case management services, and job matching services to a targeted caseload of jobseekers within the assigned community.
    • Implement quality instructional practices when offering workshops at partner locations
  • Independently communicate and build strong relationships with designated community partner

 

 

Responsibilities

Essential Functions

  • Develop rapport and connect community job seekers to opportunities through presence on-site as well as through virtual engagement by phone/text/video meetings.
  • Assess each individual’s needs to determine if basic services or WIOA intensive services are most appropriate.
  • If assigned to a site full time, determine eligibility, enrollment and offering of WIOA intensive services, including and not limited to vocational training enrollments, On-The-Job Training referrals, and supportive services.
  • When offering services at a site on a limited basis, coordinate referrals to a center of choice for WIOA registration and services.
  • Maintain an organized database of all customers; keep detailed documentation of all contacts
  • Encourage use of virtual services such as workshops and PHL Career Portal.
  • Provide technical support for individuals who need support creating accounts on PA CareerLink’s website and/or PHL Career Portal.
  • Implement and facilitate educational workshops and create and maintain an environment that promotes opportunities for quality interaction and learning through:
    • Establishing clear expectations and encouraging client accountability
    • Implementing a structure and plan consistent with prescribed curriculum goals
    • Maintaining an awareness of differences in individual learning styles and strengths
    • Vary methods of instruction to encourage attention and interest
    • Utilize materials and activities to respond to differences in learning styles and facilitate active learning
    • Demonstrate an awareness and commitment to the balance of individual and group needs
  • Successfully collaborate with partners on-site for transparency in information and data sharing.
  • Responsible for data tracking of every service provided and utilization of the state system of record, CWDS, as well as the team-wide reporting platform. Data capture is a daily responsibility.
  • Implement project management skills, tools, and methods
  • Demonstrate fluid approach to work and actively be part of continuous improvement

Qualifications

Education and Experience Requirements

  • Ability to prioritize tasks, document visits and contacts
  • Demonstrated telephone, computer and written communication skills
  • Model positive and professional behavior
  • Demonstrate positive, pro-social interactions with clients, staff and community representatives
  • Use language reflective of a commitment to diversity; demonstrate cultural competence
  • Ability to maintain flexibility as needs of contract or contractor requirements change
  • Knowledge of Microsoft Office applications
  • Bachelor’s Degree in social work, education, or related area is preferred
  • 1-2 years of experience in providing career development assistance
  • Must have notable experience in a team oriented environment
  • Must be comfortable with travel and access to reliable transportation
  • Must be able to interact and communicate with a wide range of professionals and demonstrate a positive professional attitude
