• Provide leadership and direction to program staff to ensure excellent service delivery to Basic and Individualized
Career Services participants, employers, partners, and funder.
• Plan, organize and direct the activities of WIOA and DHS programs, satellite sites, discretionary grants, and
special projects in accordance with contract and Federal and State regulations, to successfully attain program
performance standards and contract goals.
• Responsible for the direct supervision of Lehigh Valley Program Managers and the Deputy Director.
• Work with leadership and team members to ensure quality service delivery, contract abidance, efficient data
management, and effective compliance with federal, state, and local policies and procedures.
• Ensure staff resources are utilized strategically to best attain and exceed state and local performance goals across
all programs and discretionary grants.
• Communicate areas for improvement based on performance trends; develop and propose processes solutions.
• Establish, maintain, and grow effective relationships with funder, employers, state agencies and CareerLink
partners through pro-active communication, meeting attendance, and sharing program innovations.
• Monitor overall area financials; assist with the development of program budgets, recommend modifications, and
verify individual training and operating budgetary restraints are followed by respective leaders.
• Review all ITAs, OJTs, purchase orders and invoices before submitting for funder review and final EDSI approval.
• Audit monthly caseload reconciliations for all programs to support adherence to scribed contract processes.
• Oversee and provide analytical overview of day-to-day data processes, quality assurance procedures, and
reporting benchmarks across programs, satellite sites and special projects.
• Generate, review, and provide weekly, monthly, and yearly performance status reports to team, EDSI data pod,
WBLV and state reporting agencies.
• Respond in a timely manner to performance and other reporting requests from EDSI, Inc., contracting agency and
state partners.
• Oversee the monitoring of participant’s case management files and ensure contractual data regulations and
timelines are being managed successfully.
• Ensure ISO compliance and performance audits are completed as required or necessary.
• Provide guidance to and supervision of leadership staff, evaluate performance, and identify staff development
needs, facilitating coaching and staff training.
• Collaborate with Leaders to address staff concerns through enhancement of workplace satisfaction, sourcing
Talent for support as needed.
• Implement weekly program meetings and check-ins, functional team meetings with CareerLink BWPO staff and
monthly cross-program EDSI team meetings.
• Ensure that each participant receives quality training and job placement preparation through hands-on
monitoring of staff functions.
• Coordinate policy recommendations with the One Stop Operator and WBLV to enhance integrated services.
• Bachelor’s degree in business, education, human services, or related areas is required
• One to three years of leadership or supervisory experience in business, training, teaching, or sales
• Notable skills and experience in providing career development assistance
• Solid organizational and time management skills, detail oriented and proven accurate and effective results with
deadline-sensitive goals and objectives
• Demonstrated successful experience in team-oriented environment required
• Ability to converse with a wide range of professionals evidenced by a positive professional attitude
• Capacity to successfully gather and synthesize information from a wide variety of people and sources
• Proficient in Microsoft Office applications, other computer programs and data entry
• Valid driver’s license and vehicle required
