Overview

Title: Pushing Progress Philly (P3) Coaching and Transitional Jobs Program Manager

Classification: Exempt

Salary: $72,000-75,000 year

 

The City of Philadelphia’s Community Violence Intervention (CVI) program, Pushing Progress Philly (P3), will serve Philadelphians who are at least 18 years old, at elevated risk of gun violence, and resistant to typical interventions. Program components include street outreach, case management, transitional jobs, coaching and behavioral health curriculum. P3’s goals are to reduce disparities between neighborhoods, particularly economic well-being and community safety disparities, increase opportunities for Black men to participate in the workforce and to have increased economic security, and improve neighborhood safety, with a reduction in gun violence, fewer homicides, and safer streets. Neighborhoods of P3 program delivery currently include Germantown and may expand to other identified neighborhoods. This Coaching and Transitional Jobs Program Manager role is part of EDSI’s function as the Job Coaching and Transitional Jobs role in the P3 ecosystem.

 

Scope of Position

· Provide leadership and support to the Senior Job Coach, Job Coaches, Crew Manager, and Crew Chiefs (TJ Team)

· Directly supervise the Senior Job Coach and Crew Manager

· Responsible for P3 programmatic and EDSI contractual goals with a focus on daily behavioral modification curriculum facilitation (CAD), professional development (PD) service delivery, worksite development and placement, and job development and placement

· Collaborate with the P3 Program Director and leaders from Outreach and Behavioral Health on operational implementation, continual improvement, and data reporting

· Ensure the TJ team adheres to the P3 model, mission, and approach to service delivery

· Build and maintain relationships with fellow P3 providers, employers and worksite providers, workforce and training partners, and community-based organizations

· Mentor and develop staff using a supportive and collaborative approach. This will include consistent practice of role modeling, coaching, performance assessment and feedback, transparent and timely communications, and other practices aligning with P3 and EDSI leadership framework

· Provide deep knowledge around community violence reduction best practices and implement protocols that follow values of non-exclusion, strengths-based, and trauma informed care

· Ensure accurate and regular data reporting on all services provided

Responsibilities

· Oversees program operations, daily data capture, and provide necessary internal and external reports to funders and Director that monitor outcomes and progress with established goals

· Supports Senior Coach to ensure Job Coach team provides high quality, process driven services including orientation, cognitive behavioral therapy, personal development activities, career pathway coaching and skill development

· Supports Crew Manager to ensure Crew Chiefs provide high quality, process driven services including transport to transitional job sites, skill coaching and supervision at worksites, worksite matching to align with hot spot mapping and career interests, and collaboration in job placement services

· Directly train team members on the P3 Value Stream Map and process flows for all scope of work aspects

· Coordinate and participate in TJ staff training across external partners and city-led offerings for additional required skills and professional development

· Serve as thought partner in the development of programmatic policies and procedures; train team on any new policies and procedures that relate to P3 operations and participants

· Conduct HR functions including and not limited to interviews, hiring recommendations, on-boarding, training, quarterly performance reviews, improvement plans, and weekly 1:1 supervision

· Complete operational management tasks such as ordering supplies and equipment and managing facility and vehicle leases

· Manage the daily scheduling of services provided by the TJ team, including daily CAD classes, PD, worksites, and events/specialized efforts for job coaching, career exploration, and hiring events

· Closely coordinating with fiscal entity to confirm attendance for daily stipends and transitional job wages

· Collaborate across P3 and Office of Re-Entry Partnership leaders to identify target industries and employers. Create, alongside the TJ team, a strategy to develop a diverse set of worksites that adjust based on each P3 participant’s career goals

· Align professional development with career pathway education and real-life experiences from worksite activity

· Source and distribute occupational skills training opportunities for P3 participants

· Demonstrate de-escalation techniques to grow a trauma-informed environment that prioritizes safety. Handle incident reports, grievances, and collaborate across leaders on solutions when a critical incident or conflict occurs.

· Responsible for facilitating team meetings and supporting public presentations of P3’s program and purpose

· Attend internal and external meetings as required and ready to present on performance and continual improvement

· Develop key partnerships and maintain successful partnerships with external stakeholders

· Demonstrate fluid approach to work and actively participate in continuous improvement

Qualifications

· Bachelor's degree in business, education, human resources, liberal arts or related area is required

· Experience in leading teams that provide direct service to at-risk populations required

· Experience in gun violence reduction and workforce development programs required

· Must be able to demonstrate servant leadership values and success in a team-oriented environment

· Strong understanding of trauma-informed care, motivational interviewing, and behavioral modification concepts and practices

· Knowledge of Microsoft applications

· Excellent writing, proofing, problem-solving and presentation skills

· Ability to interact with a wide variety of individuals and demonstrate a positive professional attitude

· Most be comfortable with local travel and have access to reliable transportation
