Are you goal driven? Then the Program Team Lead (WIOA) position is for you! We are seeking a dynamic and team-oriented individual to join our spirited team.

 

Provide leadership and direction to WIOA program staff; provide excellent customer service to internal and external clients; develop and deliver program specifics; ensure program goals are met and contract and state regulations are adhered to on a daily basis. This position is responsible for daily management and oversight of daily program activities and EDSI staff.

 

 

Responsibilities

· Guides and supervises, WIOA team members to ensure best practices are used and performance goals are met

· Creates process flows and procedures for all Title I Programs including adult, dislocated worker, youth and Opioid

· Supports Career Advisors through training, weekly check ins, and one on one development

· Facilitates bi-weekly direct report meetings with WIOA team members

· Supports Performance Analyst conduct case reviews for WIOA team members

· Understands the operations and scope of work for the Adult/Dislocated Worker, Youth, and Opioid Grants

· Works with the WIOA Team to maintain performance expectation and meet contract goals

· Collaborate with the Performance Analyst to provide leadership to Career Advisors

· Provides training to all new team members working on the Title I Program including Adult, Dislocated Worker, Opioid, and Youth.

· Serves as the Onboarding Champion for all new staff

· Establishes master training agreements with providers on Chester County’s ETPL

· Processes and assigns new program interest forms

· Facilitates weekly training approval and case review meetings

· Coordinates with CCWDB staff to complete necessary file monitoring and archiving

· Tracks customer feedback data following workshops and CareerLink events

· Tracks job seeker and partnership success stories and compiles a quarterly newsletter to be shared with partners

· Will conduct outreach for targeted populations if specific grant funding becomes available through the CCWDB and will maintain a caseload of job seekers as needed (Examples: DWG, Good Jobs Challenge)

· Reviews program invoices and maintains program checkbooks in accordance with available ITA funding

· Establishes master training agreements with providers and maintains the training waitlist in times of limited funding

· Works with the CareerLink leadership team to implement new programming and processes to engage customers

· Tracks jobseeker and partnership success stories and compiles a quarterly newsletter to be shared with partners

· Assists in the preparation of project reports as needed

· Provides new employee training as needed

· Conducts outreach for targeted populations as specific grant funding becomes available through the DCWDB and maintains a caseload of jobseekers as needed

· Oversees specialty projects and grants within Chester County

· Maintains and tracks performance data for programs/grants in Chester County

· Responsible for tracking invoices and training grant approval

· Supports performance analyst in maintaining the Training Checkbook

· Other opportunities as available

Qualifications

· Bachelor’s degree in business, education, human services or a related field with a minimum of 3 years of experience in the workforce development field

· Knowledge of all WIOA Programs, One Stop Center, American Job Centers, and CWDS

· Experience in providing career development assistance

· Previous management experience with comparable project size an asset

· Must have notable experience in team-oriented environment

· Should be able to converse with a wide range of clients and professionals while demonstrating a positive professional attitude

· Knowledge of Federal and State guidelines related to WIOA programs

· Proficient in Microsoft Office applications

· Valid Driver’s License
