Program Description:
The City of Philadelphia’s Community Violence Intervention (CVI) program, Pushing Progress Philly (P3), will serve Philadelphians who are at least 18 years old, at elevated risk of gun violence, and resistant to typical interventions. Program components include street outreach, case management, transitional jobs, coaching and behavioral health curriculum. P3’s goals are to reduce disparities between neighborhoods, particularly economic well-being and community safety disparities, increase opportunities for Black men to participate in the workforce and to have increased economic security, and improve neighborhood safety, with a reduction in gun violence, fewer homicides, and safer streets. Neighborhoods of P3 program delivery currently include Germantown and may expand to other identified neighborhoods. This Crew Manager role is part of EDSI’s function as the Job Coaching and Transitional Jobs role in the P3 ecosystem.
Scope of Position:
Essential Functions
• Manage the daily scheduling of services provided by the Crew Chiefs, including worksite transport, schedules, and tasks, job development efforts, feedback loops on skill development through transitional job hour completion, and events/specialized efforts for job coaching, career exploration, and hiring events
• Conduct HR functions including and not limited to interviews, hiring recommendations, on-boarding, training, quarterly performance reviews, improvement plans, and weekly 1:1 supervision
• Provide orientation to participants moving to phases 3 and 4 of the P3 program
• Oversee hot spot mapping and worksite matching
• Coordinate feedback performance reports for the Job Coaches that focus on skill development, career interests, and safety planning to ensure worksite options fit participant needs
• Secure worksite agreements and job placement verifications
• Oversee the management of work crew vehicles and equipment, including performing inventory, maintenance, and proper storage, keeping maintenance and mileage records, and reporting loss or damage
• Conduct regular worksite visits to assess safety and protocol compliance. Implement improvements based on worksite visit findings.
• Closely coordinating with fiscal entity to confirm weekly attendance for transitional job wages and review data on transitional job hours to avoid budget overage
• Provide worksite transport and supervision of P3 participants at worksites
• Collaborate across P3 and Office of Re-Entry Partnership leaders to identify target industries and employers. Create, alongside the TJ team, a strategy to develop a diverse set of worksites that adjust based on each P3 participant’s career goals.
• Engage employer partners, both worksite and hiring, to assess satisfaction and adjust to meet needs of both participant and employer
• Act as a mediator between participant and employer worksites when appropriate
• Coordinate and participate in TJ staff training across external partners and city-led offerings for additional required skills and professional development
• Provide feedback on participant’s worksite experiences and test of the labor market to identify professional development topics
• Oversee and support tasks around daily data capture, including hours of attendance and case notes
• Provide necessary internal and external reports to Program Manager and P3 Director that monitor outcomes and progress with established goals
• Collaborate with the Senior Job Coach on individual’s safety, individual action plans, and career pathway plans
• Work closely with behavioral health staff on any conflict resolution interventions and critical incident response planning and actions
• Demonstrate de-escalation techniques to grow a trauma-informed environment that prioritizes safety. Handle incident reports, grievances, and collaborate across leaders on solutions when a critical incident or conflict occurs.
• Responsible for facilitating team meetings with a focus on continual improvement and staff well-being
• Develop key partnerships and maintain successful partnerships with external stakeholders
• Demonstrate fluid approach to work and actively participate in continuous improvement
